With the transfer of power from Fidel Castro to his brother Raul in 2006, Cuba entered a period of significant reform that accelerated in 2010 following the Sixth Congress of the Cuban Communist Party. Mesa-Lago (emeritus, economics and Latin American studies, U. of Pittsburgh) and Pérez-López (executive director, Fair Labor Association) analyze this period of change, basing their work on statistics gathered from official sources and international organizations, speeches by government officials, and academic works from inside and outside of Cuba. They begin with an overview of Cuban socioeconomic development since 1959. They then present individual chapters analyzing developments in the domestic economy, international economic relations, and social welfare from Raúl's takeover in August 2006 through the end of November 2012. The final chapter summarizes the national debate around reforms and the agreements reached by the important Sixth Congress, assesses the impact of the reforms, and presents recommendations for further reforms
